Base heating is typically a heat source that costs less to operate but which has limited capacity. A heat pump is a common example. The top-up heat source will be activated when more capacity is needed.
The default system of ESBO has a fixed efficiency, unlimited capacity heat source and since it has unlimited capacity, it must act as a top-up heater.
