The size of the radiator is given with respect to some rated temperature conditions and it will deliver the needed heat only if the actual supply water temperature is high enough. First, check the supply temperature curve to the radiator. This is given under Heat on the Building tab. If the supply temperature setpoint is high enough, make sure that your Topup heating unit is able to deliver sufficient power.
